8:020-E2 Renter Classifications
Availability of school facilities shall be determined, in case of conflict, based upon the following prioritized categories of users:
Category 1 Batavia Public Schools Student Organizations Student organizations are broken down into two sub‐categories, in order of priority as follows:
Activities. This category is made up of student groups and organizations that are sponsored by the school and are directly related to the curriculum as a whole or to individual courses in particular which are presently being offered or which will be offered in the future. This group includes: athletics, student government, and other clubs and organizations that are directly related to existing courses in particular or the body of courses as a whole. They shall normally have the use of school facilities for properly scheduled pre‐approved activities without charge. Application for use will be made through the School Principal of the facility being requested. The principal may require that a form be completed by the user. When the primary purpose of an activity is to raise money and the proceeds are deposited to an activity account for the direct benefit of the sponsoring organization, the organization shall pay for any Basic and Service Charges necessitated by the activity. This applies to any athletic or non‐athletic activity. A Certificate of Insurance is not required of this group.
Clubs & Intramurals. This category includes those student groups and organizations which may or may not be sponsored by the school and which are not directly related to the curriculum as a whole or to individual courses in particular. This category may consist of groups and organizations which may be either created by the school and school personnel or by the students, with permission of the school and school personnel. This category may include such groups as Key Club, Robotics, intramural sports, community service groups, etc. These groups shall be granted access to and use of school facilities on the same basis as curriculum‐related student groups, except that priority of access to and use of facilities shall be given to curriculum‐related student groups when a conflict of scheduling exists. Access to and use of school facilities shall be granted to student groups without regard to the content or subject matter of the activities conducted. Access to and use of school facilities by student groups may be restricted to avoid conflict, interference with, or disruption of classes, curriculum‐related and school‐sponsored assemblies and activities, the orderly operation of the school, and the rights of fellow students and faculty members. A Certificate of Insurance is not required of this group.
Category 2 School affiliated organizations
School‐affiliated organizations are those groups which are organized for the purpose of directly supporting the primary goals of the school district and the districts’ programs. Examples of these groups would be Parent Teacher Organizations, Athletic Boosters, Music Buffs, American Field Service, etc. Conditions for use of facilities are the same as those enumerated for Category 1 users.
Category 3 Batavia Park District Arrangements for a series of uses or a period of time will be negotiated between the School District and the Park District. An Intergovernmental Agreement will be drafted for approval by the Board of Education and Park District Board in regard to this category of usage.
Category 4 Youth organizations of school age children attending Batavia Public School District #101.
These groups are comprised solely of school‐aged children who attend Batavia Public Schools. These organizations or individuals shall pay applicable Basic Charges and Service Charges to cover utilities, custodial costs and general overhead. A Certificate of Insurance is required of this category.
Category 5 Entrepreneurial Enterprises Involving Batavia Public School Students
This would include sport camps, music lessons, tutoring, traveling sports teams etc. conducted by certified school district employees or a school‐affiliated organization for a fee and recognized as supporting established school programs. These organizations or individuals shall pay applicable Basic Charges and Service Charges to cover utilities, custodial costs and general overhead Service Charges shall not be negotiated or waived.
Category 6 Taxing bodies and other nonprofit organizations based or operating within School District #101
This group includes City of Batavia, Batavia Township, Churches, Service Clubs, Chamber of Commerce, etc. They shall pay applicable Basic Charges and Service Charges to cover utilities, custodial costs and general overhead. A flat fee in lieu of Basic Charges may be negotiated for extended, multi‐day, or special uses. Organizations that regularly donate money or services to the school district may have Basic Charges waived. A request for the waiver of Basic Charges should be made in writing to the Superintendent of Schools. Service Charges shall not be waived.
Category 7 Any other responsible organization not named above.
These groups shall pay applicable Basic Charges and Service Charges plus 25% of the total to cover utilities, custodial costs, and general overhead.
Definitions
1. Basic Charges: are intended to cover district costs relating to utilities, use of equipment and general overhead. These charges are based on the type and size of the facility or areas being used and the type of fixed and movable equipment utilized.
2. Service Charges: are intended to cover district costs relating to staffing requirements needed to:
a. Run kitchen equipment
b. Supervise events taking place in the high school & middle school gyms
c. Open and close the building (primarily weekends and holidays)
d. Prepare/setup an area for use, any services provided during the use and cleanup after use.
